In response to the country's declining birth rate , which is currently around 1.5the 2.1 needed for population replacement - Putin has made an unconventional appeal. He reportedly encouraged Russian workers to take advantage of their lunch and coffee breaks for intimate activities to help boost the country's birth rate.

Health Minister's Advice: Russian Health Minister Dr. Yevgeny Shestopalov has stressed that a busy work schedule should not be an excuse to delay or postpone having children.

Russia's birth rate has fallen to its lowest level since 1999, with live births falling below 100,000 in June 2024. This sharp decline has been exacerbated by an 18% increase in deaths linked to the ongoing conflict in Ukraine. Between January and June 2024,16,000 fewer births than in the same period the previous year , a trend that is expected to continue if current conditions persist.

Government initiatives to tackle declining birth rate

Free fertility testing: Free fertility testing is offered to women between 18 and 40 years of age in Moscow to encourage family planning.

Pressure on employers: MP Tatyana Butskaya has proposed an initiative to put pressure on employers to support their female employees in having children.

Incentives: The Chelyabinsk region offers a financial incentive of £ 8,500 to women under the age of 24

Abortion Ban: Abortion is banned throughout the country as part of a broader strategy to increase the birth rate.

Increase in divorce fees: The increase in divorce fees is intended to discourage separation and promote family stability.
