M60: Traffic at complete standstill with 'people in road' as ALL lanes closed

Drivers are stuck in long queues on the M60 near Manchester following an incident with reports of 'people on the road'.

The motorway is currently closed between J19 and J20 clockwise and all traffic is being held.
